Best use of punctuation Ive seen in a long time

One of those big clear round collection balls where you can throw all the foreign currency you no longer want to spend and cant be bothered to change.

Above it a sign:

DONATE HERE TO GIVE MONEY TO CHILDREN

Why the quote marks? In what way, exactly, are they not children? Are they merely being pedantic and not wanting to have to get picked up on the fact that they will also be giving money to teenagers and toddlers but didnt want to specify?

Or, as we suspected, are the quote marks there to indicate the message:

Well. We SAY children. Clearly what is meant by children in this context is Unscrupulous and nefarious oil magnates. Thank you.
